I know that "would+V1" can express habitual actions, but "would-V1" can be used to describe repeated actions within one larger past action, can't it? I heard natives use it like that. Imagine I met with a friend, and I say "As I walked to meet you, I would often meet many people every other 100 meters." Is it correct? The examples are mine.
 
Not really, no. So don't do it.
 
And it's either often or every other 100 meters.

Give us an example of such use (not one that you made up).
Imagine I met used to meet with a friend, and I say "As I walked to meet you, I would often meet many people along the way". every other 100 meters." Is it correct?
That's possible, but see the amendments (to context and example). Also, consider changing the second "meet" to something like "see" or "encounter" to avoid such close repetition of it.
 
I'm guessing that V-1 is a main verb.
