What is the correct attributive form in this case, Balkan or Balkans? Google results are not helping much with this, it doesn't seem consistent.

We really need to see the phrase in the context of a short piece of writing.
 
That should be a name of the account where visualizations of various statistical data from the Balkan countries will be published.

'Balkan' is correct in that sentence – and in other contexts where the word is used attributively.

This is the different answer than I got on another place, but it does make sense to me.

Is there any word similar to "Balkans", that would have the same grammar rules applied to it in this context?

Right—the thread is confused.

Are we talking about the phrase in the thread title or about the phrase in the sentence in post #3? I assume the former.
 
To make things simpler, I think we can ignore the "visualization" word in this phrase.
I have few more examples:
Balkan(s) statistics
Balkan(s) report (e.g. Balkan(s) economic report)
Balkan(s) data (e.g. Balkan(s) data portal)

Also, I've found this:

I just need to put Balkan(s) instead of EU - Balkan(s) DataViz. I think that this most accurately addresses my question.

I'm still not 100% sure what you mean, but I think you're talking about the Balkans as a geographic/economic region, in which case you must use Balkans.
