What does the phrase 'call the banns' mean?

It means announce the names and the intention to marry of a betrothed couple (as in church).

Also "put up the banns".

This is my own definition, so do not take its value for granted.

You are right, as usual, BC.

Before a couple can be married according to the rites of the Church of England, the banns must be called (the announcement must be made) in the churches of the couple involved three times before the wedding.
