[Grammar] Can I stat the sentence with 'WHEN' ?

My English teacher just gave me an easy exercise since I'm on a vacation. He asked me to correct this sentence
here's the sentence i have a problem with,
"When I go to the beach"
And then I answered "I go to the beach" and he asked me back that 'can we keep when in the sentence?'
So my question are:
1.what is the correct answer
and 2. can i start the sentence with 'when' (the sentence is not a question)

No. "When I go to the beach" is a clause, not a sentence.

Yes, I agree the answer is either 'yes' or 'no' depending on how you define "the sentence". Since it's not a sentence, the question isn't answerable legitimately. Yes, you can make a grammatical sentence with the string, "When I go to the beach". No, you can't leave 'when' there if you intend to stop at "When I go to the beach."
