If you have a change of heart, you change your opinion or the way you feel about something:
She was going to sell her house but had a change of heart at the last minute.

National carrier Air India seems to have had a change of mind and is now understood to have decided against leasing five grounded aircraft of Jet Airways to fly on five international routes.

Do "have a change of heart" and "have a change of mind" mean the same thing?
 
Yes, they do.
 
I prefer "change of mind" as the heart is not supposed to be able to think, but feel.

From a practical standpoint, yes they both result in the same action.

However, 'change of heart' suggests an emotional component that 'change of mind' doesn't. Your feelings or emotions altered your final decision.
