How would I eliminate the "to be" verb, is, in this brief statement.

"Nonconformity is not only the failure to conform to _________, but the refusal to ___________, as well."
 
How would I eliminate the "to be" verb, is, in this brief statement.

"Nonconformity is not only the failure to conform to _________, but the refusal to ___________, as well."
The easiest way is to find some other verb that can take the place of "is" and substitute it.
[STRIKE]It is[/STRIKE] usually something more specific.
Try to find something more specific.
