What is meant by moderate complexity level? Please explain with examples?

Context would be helpful, but in general it means between low complexity level and high complexity level.

No. It should include moderately complex vocabulary.
'Moderate' is an adjective that means (in this context) somewhere in the middle. So you have easy, moderate and difficult; or basic, moderate and advanced - as bhai has mentioned.
 
Moderate complexity level suggests that there are or should be descriptors of the various levels.
