I've never heard such a phrasal verb, personally.
 
Here it is, in the forum's Phrasal Verb Dictionary:

Cry off
- To cancel an arrangement
 
It's not only ESL students who learn stuff on this forum!
 
In AE you could say "beg off" to mean the same thing.
 
In Canada it might be said you "flaked out" or "backed out"... But that one's new to me too, fascinating RonBee!
