What does the word works mean here? Does it mean something like medicine factories?
Or it means all of the medicines that are still in the process of making?

Did you Google the phrase "in the works" before asking us? It would have taken you about five seconds. I Googled "What does in the works mean?" and got plenty of clear definitions. Here's one of them.
