One should measure the pipe around the entire circumference.

The bush was measured all around the circumference".

If you're measuring circumference, it's by definition the entire distance around something.

I can't really measure part of a circumference - otherwise I'm just measuring arc length.

I'd just say "Measure the circumference of the pipe." or "The circumference of the bush was measured."

On the other hand, they don't always mean the same.
"The caterpillars were eating all around the circumference of the leaf" doesn't mean, to me, that the entire circumference has been eaten.

I agree fully with Skrej. Do you actually say "eating around the circumference of the leaf"? I would say "eating around the periphery of the leaf". Circumference is used in maths and measurements.

That doesn't mean that circumference is correct there. I have never heard circumference of a leaf.

I don't think I've ever used "periphery" in any context. I've used circumference many times, both within and outside maths contexts. As far as that caterpillar is concerned, I would say that it is nibbling around the outside of the leaf.

"Periphery" is in common use in AmE.
