Does "as cheesy" mean "clumsy"?

Set on the Sunset Strip in 1987, Rock of Ages (* * out of four, PG-13, opens Friday) is a clunky karaoke/music video amalgamation that aims for camp, but comes off as cheesy.

What does "* * out of four" and "for camp" mean? (I guess "for camp" refers to "for use in the environment of camping.")
 
The hightest rating the critic can give is four stars. This movie got two stars. A very mediocre rating.

"Camp" means that something is absurd or silly on purpose, but usually pretends to be straight. It's a particular type of humor.
