“She purred down the line”


Does it mean that she expressed her feelings with pleasure (purred) and was thoroughly happy (down the line)?

I have struggled with finding a proper explanation for "down the line" that would make this sentence logical. The dictionaries in which I have looked it up translate it as "in the future" or " down the road". I only guess this is the right translation since it is a common knowledge how she (HM the Queen) felt about the outcome of the Scottish referendum, I am not 100% sure though, my translation is correct.

What is the context?
 
PM is to apologise to the Queen for the way he apparently conveyedthe Queens’ reaction to the results of the above mentioned referendum “purreddown the line” (after he told her Scotland had voted against independence)while he was in NY.
 
Is it possible that they talked over the phone and that is what "down the line" refers to? That would make sense to me.
 
They held a private conversation indeed, but whether he showed up in person at Buckingham Palace, or talked over the phone I do not know.
