I'm not sure what you're asking with your second question. "Be" is already between "should" and the final clause. The original sentence is absolutely fine.

The grammatical and natural construction is "How relevant should the amount of money that employer has be?"
 
Can I say that something is "more right" or "more accurate" instead of "more correct"? I do understand that "black" can hardly be "more black" but how is to sound naturally?
