Written English grammar is not better when you're speaking. Use what should be used in the context.
Few would understand Shakespeare today, far fewer Chaucer, so language change is a fact. You can fight it or embrace it, but change will always win if the majority want it.

Respected experts, I want to ask you something. Is written English grammar better than spoken grammar? Is language change good or bad?

What do you mean by "better"? Are you asking if people use correct grammar more often when they're writing than they do when they're speaking?
As Tdol said, changes in language are inevitable.

What prompted you to ask those two questions?
