The United Nations estimated that the world reached seven billion people on Monday, October 31, 2011. No one can be sure. The United States Census Bureau does not expect that to happen until March, 2012.

1. No one can be sure ABOUT WHAT? Does it omit "the exact number of people on earth"?

2. I think the underlined sentence should be written as follows.
The United States Census Bureau expects that not to happen until March, 2012.

Am I right? Or are both statements correct?

Yes. "No one can be sure about the exact number of people on earth".

Both forms are fine.

I think this is clunky compared to the original.
