What does speaker mean by saying give a good?
 
'I don't give a good goddamn' means 'I don't give a damn' or I don't give a flying f***' or simply 'I don't care'.

It's really emphasis -- you could leave it out and it would be understood.

(1) May I add to the excellent answers from Teacher Rover and Member Allenman?

(2) I checked two good dictionaries, and maybe a definition for the adjective "good" in

such a sentence is "fairly large" or "sufficient or ample."

(3) In other words, I do not have a large/sufficient amount of g------ (anger) regarding

the fact that a student may occasionally smoke that drug.

(4) Or, as many Americans might say: I couldn't care less that a student

occasionally smokes that drug.
