[Grammar] Has Had and Has

I find it hard to believe that native speakers would say "my daughter has an accident" for a 'past event with unspecific time'.

It sounds weird in other languages as well. For a past even with unspecific time we would say in Dutch, 'Mijn dochter heeft een ongeluk gehad.' The same structure as in English. In Russian we would use a past tense, for example, 'Mоя дочь попала в аварию.'

Thank you so much to all of you, especially billmcd. antother question from me, can i say Jes had an accident without mentioning the time of completion?
Jen had an accident or Jen has had an accident is the correct one? (please be noted the sentences did not have specific time of completion and the accident is a past event)
