How can we create an impersonal passive from the first sentences to apply "will and would" in the second ones, as well?

1) It is expected (that) he will arrive soon.
2) He is expected to arrive soon.


1) Many people were expecting (that) the peace talks would break down.
2) The peace talks were being expected to break down.
