What does "He was quoted as saying" mean?. I think we can simply say "He quoted -xyz". Is it correct?
 
"He was quoted as saying" is passive voice. It means that some entity quoted him. The quote would normally follow "saying".
 
On Monday, you say "I am very angry with my brother".
On Tuesday, I write an article which says "Tufguy said 'I am very angry with my brother' yesterday."
On Wednesday, someone else writes "Tufguy was quoted as saying 'I am very angry with my brother'". The person who writes that is referring to my quote from Tuesday, which referred back to your words on Monday.
