Does inversion occur in such a case?
a. Here are my cat Mitya and my dog Lili;
b. To the Moon, shall we fly, my friend!
Or these should be:
c. Here my cat Mitya and my dog Lili are;
d. To the Moon, we shall fly, my friend

What's the reason for this exercise?

This sounds all right, but you need a full stop at the end.

c. Here my cat Mitya and my dog Lili are;
No. You could however say "Here they are!" if you've found them after looking for them or if you've suddenly come across them. Again, you need a full stop at the end.

b. To the Moon, shall we fly, my friend!
Where did you find this? This is worded like a question but the exclamation mark at the end is wrong. It sounds like something out of a poem or a song, not regular speech.

d. To the Moon, we shall fly, my friend
If you add a full stop, yes, it's a valid sentence. But it isn't worded naturally for speech. Again, it sounds like something from a poem or song.

In speech, it'd be "We shall fly to the moon, my friend."

I like that one best, but I would only use it if I was trying to write a verse. Otherwise, somebody might speak to me the way Sally did to Sam. 😊

What are we talking about? Oh yes! Inversion. Well, it's used in questions, but other than that, it's for effect.
