How many copies needed or How many copies are needed?

I need photocopies of your document.

Ok. How many copies are needed?

I think the above one is correct but I see people saying "How many needed?" Which one is correct?

Only that one is a complete sentence.
 
"How many needed?" is wrong. You can omit "copies" but not "are".
 
It's the kind of thing you might see in an email or chat, but it is grammatically incomplete.
