I would use "to".

It might not be your permission to give. If there were a commitee of three, you might have to agree with the other two to give her permission to publish.
(I agree to/with the decision to permit you to publish).

If it were someone else's decision to grant the permission, you could use "I agree with" to say you support the decision. (Similar to the suggestion that if it required agreement among a few people and it wasn't just my decision alone.)
