1. I am happy for you to get a new job.
So this could be used to talk to a person who is going to look for a job.

2. I am happy for you to have got a new job.
Then, after he got a job, could I say that?
 
Yes and yes.
 
I find both unnatural. If you are wishing the person luck, number 1 could be I hope you get a new job. If you are expressing joy at the person's search for employment, say I'm happy you are looking for a new job.

For number 2, you could say I'm happy you've gotten* a new job. *("Gotten" is American English. Say "got" in BrE.)
