I usually get home by 7 pm.

Depénding on the context, can the sentence above have two different meanings, i.e., either around 7 pm (maybe 7:05) or not later than 7 pm?
 
By means not later than.

So, in the sentence "They'll get married by July next year", it's impossible for them to get married in August, but possible to get married in July. Is that right? I never know whether the time/day/year mentioned in included in the restriction....
 
The time etc mentioned is included. Otherwise, he'd say 'I usually get home before seven'.
