I wish he would have listened/he had listened

Can I say " I wish he would have listened to me" instead of " I wish he had listened to me" , If I want to emphasise his unwillingness to listen? I've heard native speakers do that .

No, absolutely not. Don't do it, no matter how many native speakers you hear saying something similar. It's awful, and wrong.

You need past perfect after 'I wish'.

Note my corrections above. Don't put a space after opening quotation marks. Don't put a space before a comma or a full stop.
As jutfrank said, it's wrong. I notice it more amongst speakers of AmE but some BrE speakers incorrectly use it too.
