I'm guessing it means achieves/gets.

Grades are capitalised, so you don't need inverted commas: '. . .getting a C'.

I couldn't find that definition in the dictionary, is it only specific in American English as an idiom?

Probably - that's why I had to guess.

It's not idiomatic in BE.
