If I were to vs If + past tense

Refer to unreal situation, both sentences are talking about an imaginary action, to which the result is subject, is unlikely to happen.

Would you please advise the difference between the two sentences below.

1. If they were to hold an election now, the Democrats would undoubtedly win.

2. If they held an election now, the Democrats would undoubtedly win. (If clause type II)
