Under the education plan proposed by the school board of Rocklyn Country, ....... unhappy with a particular school, they could simply move their children to another.


1. were parents
2. when parents
3. parents who were
4. parents were

My question : I think we must use "

were parents to be unhappy... " OR " should parents to be unhappy ". using WERE unhappy is a bit awkward here. isn't it?

Yes, "were parents to be" would be better IMO.
 
"Were parents unhappy" = "if parents were unhappy"

It reads OK to me.

Good usage of READ. I haven't seen this sentence before. Can we use your sentence in a passive voice? ( I mean : It is read OK to me ? )
