A: If you want to stay and work in X-country legally, at least one of your 4th-degree or closer matrilineal relatives had to be born in X-country. After living there for two years, you can get X-country citizenship.
B: Do you want to say that all those Y-country people who have been in X-country for years have or had such relatives and can become X-country citizens?
A: Yes, that's right.
B: I find that a little bit difficult to believe. Ninety percent of Y-country immigrants in X-country don't have X-country citizenship. Some of them have been there for years and, in all probability, are not planning on returning, so why wouldn't they have become X-country citizens?
Does the part in bold sound natural to you?
I'm trying to imply:
If they could become X-country citizens that easily, why wouldn't they have done it [already] or [by now]?
