What does "implication" means in the sentence below? Does it mean "consequence"? and what does "raise" mean here?

Does the sentence is correct grammatically?

Implications for river management are raised, related to increasing levels of sophistication in urban stormwater management, with opportunities and challenges for fluvial geomorphology presented in the context of current ad- vances and research needs toward a sustainable urban future.

This means that something has raised (brought up) implications (possible consequences) for river management.
 
I thing it's a part of a book, of which I have just a little part.
