Are the sentences below correct and natural. Do they mean the same?

I.
1. Two factories were closed in an attempt to cut costs.
2. Two factories were closed to cut costs.

II.
1. They closed the road in an attempt to reduce traffic in the city.
2. They closed the road to reduce traffic in the city.
 
They're correct, natural, and mean the same to me.
