I wonder if there is a difference in nuances between the two sentences.
My guess is that sentence 2 implies unhappiness the speaker experienced with the rain while sentence 1 just communicates the fact that it rained when we went out on a picnic.

1. It rained on us during the picnic.
2. We got rained on during the picnic.
