"It seems (to me) that" , predicative or subject clause ?

"It seems (to me) that" is considered (as)a predicative clause in my textbook,but some teacher told me it's a subject clause ,cause the origional pattern is “It seems (to me) to be true that”.

Actually it is both. The word "it" is the grammatical subject of the sentence, but it is a dummy subject. The logical/real subject is the clause. This is a delayed subject construction.
