keep versus keeps

Could you help with which is the correct sentence out of these two?

1. The problem lies in the difficulty in delivering the results that keeps it going for the investigating public.

2. The problem lies in the difficulty in delivering the results that keep it going for the investigating public.

Welcome to the forum, Jr90:hi:, and thanks for giving your question a great title. Some seasoned posters have difficulty getting that right.

A bit more context would have helped us to know what 'it' refers to, but it seems to me that results keep it going.

I agree with Rover that "keep" appears to relate to "results" but without the full context it's hard to be certain. I don't really understand "delivering the results that keep it going for the investigating public". The last part sounds very unnatural.
