The House on Friday passed a bill to legalize marijuana, largely along party lines, then Don Jr. got excited because he thought they had legalized party lines.

Hello! Could "lines" be a reference to cocaine "lines", and "party" to Repubclicans?

I am saying nothing about whether this aspect of Don Jr's reputation is justified, but certainly he has a widely-known reputation for being fond of snorting lines of cocaine.

"Along party lines" means political party but I don't think the second occurrence of party here refers to a political party. It just means a gathering of friends.

It just means a gathering of friends.
There was a recent scandal regarding Republicans' "sexual gatherings", so I thought it might be a reference to that.

No.

The House on Friday passed a bill to legalize marijuana, largely along party lines,
this means that people voted according to which party they supported - the Republicans voted one way, and the Democrats voted the other
then Don Jr. got excited because he thought they had legalized party lines.
Here the reference is to lines of cocaine sniffed at a party, a social gathering.

Yes I was familiar with the expression "along the party lines", I just thought that the second mention of "party" could be a pun on that meaning.

It is meant to be humorous.
