“This directive from the Secretary is ultimately about getting the Department’s house in order and ensuring that the department lives up to the stated prioritization of China as the No. 1 pacing challenge,” a senior Defense official, who spoke on condition of anonymity, said in June. [From CNBC]

what does "live up to" means in this sentence?
Does it mean "to fulfill expectations; to satisfy a goal or set of goals."?

Yes. Here, it means that it needs to keep its promise to prioritise China "as the no 1 pacing challenge" (whatever that means).
