Which of 1 and 2 is correct? If it is 2, why is that?

Incidence is the rate or frequency of something happening. It could be singular if you are talking about a single locality, or a summation of localities; or plural if you are talking about more than one locality.

Wouldn't it be clearer to pluralize "cancer" rather than" incidence" then?
