I am confusing characteristic words for weather conditions but somehow rain, snow or a very low temperature might imply problems. Do weather or weather conditions make any collocations with problem.

In fine weather, fine is being used in a quite different way, to mean sunny/dry/mild.

I don't think you can really make a good connection with the use of 'without problems'.
 
No. It means 'I couldn't identify any problems with the BIOS'.

Generally, fine often means 'without problems'.

Is this answer would be idiomtic: "Bios looks fine. I couldn't identify any problems with the BIOS."

It's like a repetitive but this is a common situation in English.
