I'm not sure how much of this discussion belongs in a forum related to language. I'll try to address just the linguistic aspects.

There is a song with the words 'Love is all around'; it means whatever you want it to mean - it's a pop song. For what it's worth, I think it's talking from the point of view of the person in love: everything makes him or her think of the beloved. The character in the film makes it more concrete, by adding 'actually' in the sense 'as a matter of fact' and saying' Everywhere you look there are signs of people loving each other'. The title of the film omits the comma or dash or parenthesis that belongs in 'Love, actually, is all around'.
