Are "make a statement" and "make statements" interchangeable?
If not, what does "make statements" mean?

Well you should have given that link in post #1 so we would have known what you were talking about.
 
I thought that it is used only as an idiom.
 
As an idiom, to make a statement means to do something in a dramatic fashion such that it expresses a point of view. For example, When the city passed an ordinance requiring houses to be painted from a list of permitted colors, he made a statement by painting his in stripes.

Then you should have posted it in the English Idioms and Sayings forum with the link you posted in post #5.
 
Note that there's an additional meaning to give sworn testimony, or provide a written account of events to the police.
