Which one of the followings are natural and grammatical?

1. What measure are they taking to make the city beautiful?
2. What measures are the taking to beautify the city?

Please do let me know if there is a better option to communicate the same idea

Note my changes above. You specifically mentioned "one" in the opening question so you need to use the singular "is" after it. We don't pluralise "following" - it's an adjective.

Both sentences are grammatically correct (with the spelling corrections shown above). I agree with Tarheel that the much simpler "What are they doing ..." is more natural than "What measures are they taking ...".

Oh thanks for drawing my attention to the spelling mistakes. I was in a hurry so I couldn't focus. And I thought Tarheel asked me about what was being done for the beautification of the city. Now that I read your reply and I realized he was replacing "What measures are they taking?" with "what are they doing?" Otherwise I would reply may be they were planting seasonal flowers and stuff like that.
 
@Sammy Sam I guess you could say i was suggesting a replacement, but I would put it simpler and just say I was making a suggestion.

(You threw mean curve ball with that one. ☺)
