"Dogs matter" or "Dogs matters"?

First, please see my corrections above. When you give us options, ask "Which is correct?" Don't put a space before a question mark.

Only your first suggestion is correct. "Dogs" is a plural noun. The third person plural form of a verb does not have an "s" at the end. Only put an "s" at the end of the third person singular present tense form of a verb.
