I just Googled "definition of next of kin". Google returned the definition of the phrase "next of kin". Does it return something different to you? (It wouldn't be the first time.)

The direction doesn't matter in an emergency- it could be horizontal (partner/spouse), upwards (parents), downwards (children). It is just the closest at the time.
