What is the difference between "Note" and "Notice" (nouns)?

Are they interchangeable if they are used as a header of the following typical phrases that are often found in technical manuals.

NOTICE/NOTE:

A notice is a sign put up for public viewing whereas a note appears in a document and is relatively less conspicuous.
