I am not sure without a context. Is this the behavior of a particular group? In my experience, if there is a meeting and there is only one issue that causes disagreement, it is not blown out of proportion. It is resolved.

"On any one matter" means "about any single issue under discussion".

The point of the underlined part is this. The strength of the US/Israel relationship is based on there being many areas of agreement, so whenever there seems to be a disagreement about any matter at all, the news media give it an undeserved prominence or importance.
