What do "on the note of something" and "air something out" mean? Does "air something out" mean "to say what's on your mind"?
 
Yes, when we air something out we talk about something that's bothering us.

It's the same as saying "On the subject of ...". It means "As we're talking about [subject] anyway, let's talk about [related subject]."
