Paul comes from a broken home. He lived with a number of foster-parents.

I can'r understand what is going on here.
A broken home means just that his parents divorced.
If he stayed with his mother and she lived with some common-law husbands, then these men are stepfathers for Paul.

But if Paul was abandoned, and was brought up in an orphanage, then he may have been fostered.
But what about a broken home in this case? His parents just abandoned him.

Could you clarify what is described here.

Not necessarily. It simply means that the people in the role of his parents split. It does not tell us what happened to the offspring.

Don't you find the sentence meaningless at all? Ok. He lived with foster parents. This mean that he has no connection with his biological parents at all, as far as I understand.

Half the marriages break. But it has nothing to do with fostering. So, if fostering is what we are talking about, what is the connection with the devorce of his parents? Sounds strange for me.

Anyway, am I right that a child can't be fostered if at least one parent has not abandoned him?

Because a person's parents were divorced that doesn't mean he was raised by foster parents. It doesn't mean that at all. If you were raised by foster parents you didn't live with either natural parent.

It does not mean that. Many fostered children have contact with their natural parents.

Anyway, you have given the correct answer to the question in the exercise.
