Is it acceptable for native speakers to say
perform the obligation
for example
She was permitted not to perform her obligation during the summer vacation?
 
Is it acceptable for native speakers to say
perform the obligation
for example
She was permitted not to perform her obligation during the summer vacation?
You would not hear a native speaker say this.
Here is a better construction. "She was not required to fulfill her obligation during the summer vacation."
