I went to Singapore last week, I plan/planned it all

Which word should I say? (Red text)

I would choose "planned" because it was past.

If the speaker planned it before s/he went, should the past perfect 'had planned' be used?

This is OK.
 
Your sentence is a comma splice. The comma should be replaced with a semicolon or period/full stop. There should also be a period/full stop at the end.
