Is both possible?

I prefer travelling by bus to travelling by train.
I prefer travelling by bus over travelling by train.

Either. "to" is formal, "over" is informal.

I don't necessarily see a formal/informal difference but they're certainly both correct.

You can also say:

I prefer bus travel to train travel.
I prefer bus travel over train travel.
